This study examines the impact of the Covid-19 pandemic on the education sector and human resource development in Indonesia. This type of research is qualitative research. The approach used in this research is human resource development. Data is collected from documentation. Data were analyzed using the theory of Human Resource Development (HRD) from David McGuire, which emphasizes aspects of assessment, evaluation, and monitoring. The findings of this study: first, COVID-19 has had a negative/bad impact on the world of education and hampered the development of human resources in Indonesia. Second, the solutions offered by the government and implemented by educational institutions are not running optimally. Third, the monitoring of policy makers does not consider the derivative impact of their policies, and ignores the existing field realities. This research contributes to two disciplines at once: education and human resource management. With the cases raised, this research specifically helps enrich the discourse on the failure of the government and all its stakeholders to solve the problems caused by Covid-19 in the world of education and human resource development.
